Crime has risen overall.  In fact, in January 2009, the Police Executive Research Forum reported that of 233 police agencies polled throughout the United States, 44% stated they had definitely noted a rise in the commission of crimes, which they had attributed to the volatile economy.  It is not a surprise that the U.S. incarceration rate is the highest in the world:  As of June 2008, the U.S. Department of Justice reported that 762 per 100,000 residents are incarcerated.
